Modern time-traveler Cheng Ping'an takes office as the magistrate of a poor border county. Seemingly greedy and worldly, he actually governs the locality using modern knowledge. The Empress visits in disguise, repeatedly stunned by the novel measures in the county. Cheng Ping'an cleverly resolves unjust cases, implements new policies to integrate local forces, establishes workshops to develop commerce, and transforms the dilapidated poor county into a prosperous and thriving place. The Empress secretly visits several times, and the two gradually develop feelings for each other during their push-and-pull. However, court political storms arrive one after another, with powerful officials impeaching him and the royal clan proposing marriage to create obstacles, while the Xiongnu massive army brandishes their forces southward, and a huge storm between the border and the court is about to strike.
