During the turbulent times of Republic-era Hong Kong, the deep-spring association of Hua State wildly annexes local gangs, and only the Hanjiang Association refuses to yield to the death. Ju Wen, a cultivation scholar, descends the mountain to save the world, just as the leader of the Hanjiang Association is murdered, and the leader's wife, Zhou Ling, is hunted down by traitors, fortunately rescued by him. Liu Shiba of the Black Tiger Association pressures the Hanjiang Association to submit, and Ju Wen subdues everyone with his superior martial arts. Zhou Ling and him visit three secluded elders, passing tests with chivalry to invite them down the mountain. Instigated by the deep-spring association, Liu Shiba vainly attempts to dominate Hong Kong and wantonly harms others, and finally Ju Wen bursts forth in a desperate situation, slays the leader, and protects Hong Kong with martial arts, making various gangs submit with admiration.
