After returning from the county town to Qingshigou, Lu Qingshan discovers that his hometown is rich in barren mountain resources, yet its residents have struggled with poverty for years. Drawing on the knowledge he gained at the medicinal herb station and agricultural science station, he leads the villagers in identifying wild mountain products and medicinal herbs, teaching them proper harvesting, drying, grading, and centralized registration procedures. At first, some villagers fail to understand his methods, complaining that there are too many rules and even questioning his decisions. Rather than arguing impulsively in the face of misunderstandings, Lu Qingshan uses account books, clear procedures, and public witnesses to set the record straight. As officials from the county medicinal herb station and the commune arrive, Qingshigou's mountain resources gradually enter legitimate distribution channels. Through repeated challenges, Lu Qingshan teaches the villagers the importance of following rules and keeping their promises.
