In a post-nuclear war wasteland, plutocrats establish ten special zones to enslave the lower classes, while mutant beasts roam freely and people struggle to survive. Lu Ya travels to the South Wilderness Junkyard, where he becomes an oppressed scavenger, but unexpectedly awakens a Disaster Relief Reward System. Leading refugees to build something from nothing, he provides disaster relief and helps the people in exchange for rewards. Starting from a junkyard, he gradually expands his power, develops the South Wilderness, and ultimately becomes the ruler of the entire world.
