Transported to another world, Chu Feng takes over the hopelessly corrupt Qianfeng County yamen for just one copper coin. The county office is crumbling, its treasury is empty, local gentry and powerful families secretly obstruct him, bandits lurk in the mountains, and neighboring Taiping County constantly lays traps, determined to annex Qianfeng. In this desperate situation, when nobody believes he can succeed, Jia Yu, a seasoned adviser who has served in the county office for years, becomes his most trusted strategist. Refusing to follow the conventional path, Chu Feng devises ingenious fundraising schemes, resettles refugees, and builds city defenses and armed forces. Time and again, he overcomes crises and outwits the various forces competing for power.
