Five years ago, the Zhenjiang Sluice in Zhenjiang County collapsed, bringing disaster upon the people of three villages. Shen Tinglan, daughter of the sluice official, carries the burden of a grave injustice and secretly enters the capital. Hiding her identity within the Waterways Administration, she investigates the truth and crosses paths with Pei Du, master of the Thirteen Ferries. From initial disagreements to standing side by side, the two take on the immensely powerful Jinghe Marquis's household. Armed with an old sluice ledger and three thousand grain transport boats, they break through layer upon layer of schemes and obstruction, finally restoring the good names of those who died unjustly and rebuilding the sluice to protect the peace of the region. Amid the surging waters and the sound of the river tides, they also vow to stay together.
