After a car accident, modern young man Lu Fan travels back in time and binds himself to the Creation System, becoming the county magistrate of Qingxi County. Over ten years, he uses modern technology to transform this impoverished border town into a prosperous and flourishing region. To resolve a nationwide famine, Empress Xiao Qingyuan of the Great Yao disguises herself and secretly visits the county. Astonished by its many remarkable technological innovations, she spends a fortune purchasing potato seeds and agricultural equipment. Chancellor Lin Song, threatened by the new policies, incites the people and sends assassins to ambush Lu Fan, only for Lu Fan to turn the assassins into laborers. Later, Lu Fan travels to the capital to testify and brings down Lin Song. Xiao Qingyuan rewards him with half of the confiscated wealth and appoints him honorary chancellor. Unwilling to remain in court for long, Lu Fan continues developing technology in Qingxi County, returning to the capital whenever the empire faces a crisis to assist the empress and revitalize Great Yao through technology.
