Wei Ning is stranded on a barren beach, with only a group of cold and hungry refugees around her. Without a city, food supplies, or reinforcements, coastal pirates eye her covetously, and inland aristocratic families covertly obstruct her. She rolls up her sleeves, packs rammed earth to build walls, digs canals and reclaims wasteland, and sets up workshops, building a coastal new city from scratch on this desolate coast. She repairs city defenses, fends off pirates, and stabilizes the people's hearts. Season 1: Establishing the city on the barren beach, watch a woman lead refugees to survive in a desperate situation and build a city from flat ground.
