After days of torrential rain, Chen Dachuan, the dam keeper, notices cracks and seepage in the reservoir dam. He calls on the villagers to pool their money to repair it, but the wealthy landowner Liu Fugui leads the opposition. The villagers do little more than slap on a thin layer of cement. When a sudden flood surges through the village, all their possessions are destroyed. Liu Fugui still refuses to reinforce the dam. Knowing a second flash flood is coming, Chen Dachuan leads the villagers in emergency rescue efforts. After facing piping through the dam and a child in danger, the villagers finally come to their senses and work together to reinforce the dam, protecting the entire village.
