An old immortal in heaven sees the mortal people being bullied by bullies and framed by corrupt officials, living a life so bitter it is unbearable, so he asks for an imperial decree to descend to earth. He sets up a stall at the county street corner, with only three things on the table: half a copper coin, a broken cattail fan, and a rusty iron scale. He specializes in managing injustices and charges no money. When a bully kicks the stall, he steps right onto an iron nail; when a corrupt official has his home raided, his own back is branded all over with copper coins. He does not lift a hand, only knocking on the table three times, and every bit of evil the bad people did returns entirely onto themselves. The common people call him Grandpa Jiu'an.
