Modern engineer Lu Che transmigrates into a fallen prince of a cultivation dynasty and obtains the Golden Imperial City System, which grants him silver taels every day based on the population under his rule. Using modern knowledge, he develops infrastructure and builds firearms, takes in persecuted half-demons, and unites the people to strengthen Lanke City. Rising from a down-and-out prince to a powerful imperial city lord, he leads mortals in resisting cultivation sects, breaking the oppression of the immortal sects, and protecting the people so they can live in peace.
