Lu Chuan, a giant in the aquatic products supply chain, arrives at Qingshan Village with 3 million yuan in cash and 50 live-fish transport trucks. He offers a guaranteed purchase price above market value for the village's mandarin fish, demanding that all ponds be cleared and the fish relocated within 48 hours to escape an approaching Level 12 tornado. However, the villagers are incited by Biao, a self-proclaimed expert, who convinces them that the wind cannot carry away the fish. They tear up their contracts, hoping to cash in when prices soar to 75 yuan per jin. When the tornado strikes as predicted, tens of thousands of jin of mandarin fish are swept into the sky, leaving the entire village bankrupt. Biao is sentenced to prison for selling substandard agricultural supplies, while village chief Zhao Degui suffers a stroke and becomes partially paralyzed. Meanwhile, Qinglian Fishery, which cleared its ponds and relocated its fish in advance, escapes the disaster completely. Lu Chuan subsequently invests an additional ten million yuan, helping it become a provincial-level smart fisheries demonstration base.
