Ten years ago, Moluoneiya, a prince of Northern Rong, built the City of No One for Chen Yan, the Prince of Western Que, to avenge his mother's murder. Unwilling to remain a prince who merely led troops into battle, Chen Yan sought to rebel and plunge the world into chaos. The City of No One consequently became a super-prison designed to control people with extraordinary abilities across the land, leaving Moluoneiya consumed by endless regret. Ten years later, the martial arts master Li Fusheng feigns an attempt to rescue his friend and enters the City of No One, where he engages in a game of cat and mouse with Lin Lang, the local power broker. They get acquainted, test each other, betray and trust one another. Eventually, they uncover each other's true identities and discover that they share the same goal: defeat Chen Yan and liberate the City of No One.
