Transmigrating to become the magistrate of Ping'an County, Qin Shu is swindled out of everything by the entire town on his very first day, left standing in a leaky county yamen wearing nothing but his boxers. With barren fields, a ruined town, and starving citizens begging for food, he refuses to accept defeat. Making candied fruits, opening coal transport routes, burning cement, producing glass, and building workshops, he leads an infrastructure revolution in turbulent times, transforming a dilapidated county into a prosperous, glowing Ping'an Prefecture. When the Bai family cuts off coal routes and bandits besiege the town, he stands atop the city walls commanding catapults in unison, defending the city alongside all its citizens and winning fame in a single battle. Looking at the thousands of bright lights, Qin Shu declares that Ping'an County is merely the beginning—what he truly wants is peace for everyone in the realm.
