During the turbulent Republic era in Hong Kong, the Japanese Shenquan Association aggressively annexed local gangs, with only the Hanjiang Gang resisting to the death. Ju Wuwen, a martial practitioner, descended the mountain to help the world, just as the leader of the Hanjiang Gang was assassinated. When the leader's widow, Zhou Ling, was hunted by traitors, Ju Wuwen saved her. Liu Shiba of the Black Tiger Gang forced the Hanjiang Gang to submit, but Ju Wuwen awed everyone with his supreme martial arts. Zhou Ling and Ju Wuwen sought out three reclusive elders and passed their chivalric tests to invite them out of seclusion. Instigated by the Shenquan Association, Liu Shiba attempted to dominate Hong Kong and committed brutal atrocities. In the end, Ju Wuwen broke through in a desperate situation, killed the chieftain, defended Hong Kong with martial arts, and earned the genuine respect of all gangs.
