With a torrential storm looming, Lin Chen, a state-owned factory worker, plans ahead and transforms the northern mountain boiler room into a sturdy disaster shelter at his own expense. However, logistics section chief Liu Jinshui makes things difficult for him at every turn. When a catastrophic flood hits, the factory is severely submerged. Driven by greed and selfish desires, Liu Jinshui and his cronies repeatedly eye Lin Chen's safe high ground. Relying on legal permits, hardcore defenses, and hard evidence, Lin Chen coordinates with relevant authorities to stop their misconduct and punish the corrupt violators. In the end, his shelter is recognized as a provincial disaster prevention demonstration base, and his foresight and perseverance lead to a complete turnaround in his life.
