In the sixth year of Tiance, Qinghe County's tax payments for nearly three years unexpectedly exceeded those of an entire prefecture. Emperor Li Zhengyang, in great fury, concluded that County Magistrate Su Qinghe was extorting the people through heavy taxes and harsh levies.
