Lin Shuilian, an old lockkeeper in Qinghe Town, spends her savings meant for replacing the lock rope to save an injured red carp from a fishmonger's blade. After healing, the red carp does not swim far away; instead, it repeatedly appears to warn of danger. The river lock is sabotaged, secret records are hidden in the conduits, and a sudden flood flushes relief grain out of the Qian family's grain transport boat. Lin Shuilian, along with her son Lin Shouhe and daughter-in-law Su Qinghe, follows the clues and discovers that wealthy merchant Qian Wancang is colluding with the Water Affairs Bureau to smuggle official grain, manipulate floods, and seize villagers' lands at cheap prices. Facing false accusations and coercion, more and more boatmen and villagers step forward to testify. The red carp repays its life debt, and Lin Shuilian, alongside everyone, defends Qinghe and protects justice.
