Shen Yan, the magistrate of Qingshui County in Great Jing, acts with immense ingenuity. Externally, he plays weak and pleads poverty, while secretly pouring all efforts into building local public welfare infrastructure, constructing water conservancy, and stockpiling grain to build a solid foundation against disasters. The Emperor and the Prime Minister visit incognito. At first, they fail to understand his methods, accidentally experience local regulations, and are even hired to work on a construction site. Gradually, the two discover that all the money Shen Yan acquires is spent on public welfare and infrastructure, without a penny going into his own pocket. When torrential rain threatens a disaster, Shen Yan leads the people to fight the flood and protect the dam, demonstrating true responsibility. Later, during a severe drought, he properly settles refugees and dispatches grain to support other regions, executing comprehensive and effective measures.
