For three years, Liu Huizhen has provided free home-style meals in the back alley of Guihua Garden, keeping children and elderly residents going with her hot, freshly cooked food. But when Mrs. Zhao and Zheng Wei wanted her to provide an eight-table engagement banquet for free, they used food safety complaints to force her to give in, and the community meal service was forced to shut down.
