Amid days of torrential rain, dam keeper Chen Dachuan notices water seeping through cracks in the reservoir dam and calls on villagers to pool funds for repairs, but is met with opposition and skepticism led by wealthy landowner Liu Fugui, with everyone merely patching it up superficially with cement. A flash flood suddenly strikes and submerges the village, destroying all possessions. Liu Fugui still refuses to reinforce the dam, so Chen Dachuan anticipates a second mountain flood and leads the masses in rescue efforts. After enduring piping and endangered children, the villagers finally see the light, working as one to reinforce the dam and secure the safety of the entire village.
